Permanent Neutering/Spaying

I would like to suggest a permanent way to neuter or spay a dog.
1. After normally neutering/spaying a dog, you would go back down and there will be an option to permanently neuter/spay your dog when it's just regularly spayed/neutered.
2. Create a magical item (one-use) which makes the dog unbreedable permanently

Crevan actually suggested <a href="http://www.alacritysim.com/forums.php?boardid=8241&category=Suggest%20Something!&s=40&np=13">this idea</a> as well. I remember because I've been stalking the Suggestion board for a week now. ^^;
